लोकसभा चुनाव के घोषणा पत्रों में पर्यावरण बना मुद्दा

पर्यावरण के सवाल पर देश भर में कार्यरत संगठनों की बड़ी जीत, सौ प्रतिशत उत्तर प्रदेश अभियान जारी रखेगा संघर्ष, मतदाताओं को पर्यावरण के हित में मतदान करने की अपील

लोकसभा चुनाव 2019 के सन्दर्भ में दोनों ही राष्ट्रीय स्तर की पार्टियों ने अपने अपने घोषणा पत्र जारी कर दिए हैं. जहां एक ओर भारतीय जनता पार्टी ने इसे संकल्प पत्र का नाम दिया है, वहीं भारतीय राष्ट्रीय कांग्रेस ने “हम निभायेंगे” के नारे पर मुख्य रूप से केन्द्रित किया है.

सौ प्रतिशत उत्तर प्रदेश अभियान उत्तर प्रदेश में अपने साथी संगठनों के माध्यम से प्रयास कर रहा था कि इन सभी राजनैतिक दलों के वायदा पत्रों में पर्यावरण भी एक मुख्य मूद्दे के रूप में शामिल किया जाए. इस सन्दर्भ में अभियान द्वारा एक “पर्यावरण पर जन घोषणा पत्र भी बनाया गया था, जिसे राजनैतिक दलों के दफ्तर में और मीडिया के माध्यम से आम जनता के साथ भी साझा किया गया था.

कांग्रेस द्वारा जारी किये गए घोषणा पत्र में वायु प्रदूषण की रोकथाम के लिए एक सशक्त “स्वच्छ वायु कार्य योजना’’ का वायदा किया गया है. ‘आधुनिक तकनीकी और मशिनरी का उपयोग करके हर घर स्थान, गाँव, कस्बे और शहर में ठोस अपशिष्ट प्रबंधन योजना लागु करने का भी वायदा किया गया है. देश भर में सभी घरों में सस्ती कीमत पर स्वच्छ घरेलू इंधन का वायदा भी पर्यावरण को बेहतर बनाने के उद्देश्य के साथ किया गया है. एल पी जी के दाम को कम करना भी कांग्रेस पार्टी के घोषणा पत्र में शामिल है. वनीकरण को अपना प्रमुख लक्ष्य मानते हुए देश में वन क्षेत्र 21 प्रतिशत से बढ़ा कर 25 प्रतिशत तक करने की बात भी इसमे की गयी है. पार्टी ने यह भी कहा है कि रोजगार और पर्यावरण को जोड़ते हुए ग्रामीण क्षेत्र में रह रहे नौजवानों को प्राकृतिक संसाधनों के संरक्षण के काम से जोड़ा जाएगा. स्वच्छ प्रौद्योगिकी को प्रोत्साहन के साथ भारत को एक ग्रीन विनिर्माण हब बनाने का वायदा भी किया गया है. देश की राजनीति में पहली बार ग्रीन बजट की बात करते हुए कांग्रेस पार्टी के घोषणा पत्र में राष्ट्रीय खातों में पर्यावरणीय क्षरण और नुकसान की कीमत का हिसाब किताब करने का वायदा किया गया है. व्यापक भूमि और जल उपयोग नीति एवं कार्ययोजना भी तैयार करने की बात की गयी है. नदियों में अपशिष्ट गिराने से रोकने के साथ साथ नदियों के संरक्षण में जारी होने वाले बजट को दोगुना करने का वायदा भी किया गया है.

दूसरी ओर भारतीय जनता पार्टी के घोषणा पत्र में भी वायु प्रदूषण को एक मुख्य मुद्दा मानते हुए, हाल ही मे केंद्र सरकार द्वारा जारी राष्ट्रीय स्वच्छ वायु नीति को एक मिशन में तब्दील करने की बात की गयी है. वायु प्रदूषण को कम करने के लिए फसल अपशिष्ट को जलाने पर पूरी तरह से पाबंदी की बात भी कही गयी है. नवीकरणीय ऊर्जा को बढ़ावा देने के लिए 175 गीगावाट का लक्ष्य वर्ष 2022 तक प्राप्त कर लेने का लक्ष्य रखा गया है. नदियों के सन्दर्भ में भाजपा के घोषणा पत्र में नमामि गंगा को और सुदृढ़ करने, किनारे बसे सभी शहरों में सीवरेज की अवसंरचना को मजबूत करने का वायदा भी शामिल है.

इस मसले पर सौ प्रतिशत उत्तर प्रदेश अभियान की मुख्य अभियानकर्ता एकता शेखर ने कहा कि “राष्ट्रीय राजनीती के केंद्र में पर्यावरण अब एक सवाल बन कर उभर रहा है. सौ प्रतिशत उत्तर प्रदेश अभियान के लिए यह देखना सुखद है कि दोनों ही राष्ट्रीय दलों के घोषणा पत्र में पर्यावरण, वायु प्रदूषण, जल प्रदूषण, आदि के मुद्दे पर अपना अपना दृष्टिकोण रखा गया है. हालांकि, भारतीय राजनीति में यह एक सुखद बदलाव की शुरुआत भर है, और अभी लंबा रास्ता तय किया जाना बाकी है.सौर ऊर्जा समेत सभी किस्म के नवीकरणीय ऊर्जा श्रोतों के सन्दर्भ में, बिजली आधारित परिवहन, मजबूत सार्वजनिक परिवहन को दुरुस्त करने, कोयले समेत सभी किस्म के जीवाश्म इंधन से दूरी आदि के बारे में अब तक किसी विशेष किस्म की परिचर्चा शुरू नहीं हो सकी है, ऐसे में पर्यावरण के कार्यकर्ताओं, संगठनों और नेटवर्कों का संघर्ष अभी काफी हद तक बचा हुआ है.”


Political Manifestos include Environment as a poll issue, major victory for pro environment organizations

100% UP will keep the struggle on, Appeals to vote sincerely for environment

Both the national level parties have now announced their political manifesto for the upcoming 2019 Loksabha Elections. The 100% Uttar Pradesh Campaign was, in parallel, trying to incorporate the issues concerning environment on their political manifesto. The campaign has also drafted a Public Manifesto on Environment which was sent to all political parties and was also shared with the general public through the media.

The manifesto of the Indian National Congress talks about a strong National Clean Air Action Plan. Waste Management through high end technology and tools used in all villages, and cities is also an important poll promise by the Congress. Affordable LPG and other cooking gases would replace the fossil fuel based cooking systems in Indian households as per its poll manifesto. Increasing forest cover from 21 % to 25 % in the next 5 years is also incorporated as one of the most important promise in the manifesto which says “we will deliver”. Congress has also promised to link employment with environment as it says that the rural youth would be employed in protection and conservation of the natural resources.  The manifesto also promises to introduce cleaner technologies to make India a green manufacturing hub. The first time ever in the history of Indian Politics, a manifesto is also talking about a green budget and says that the total profit and loss of the country would be calculated as per the total environmental loss or gain the country achieves in one financial year. This manifesto also talks about soil and water conservation and promises a policy on their management. Budget allotted to rivers’ conservation and cleaning will also be doubled as per a promise made in the manifesto.

On the other hand, BJP also understands air pollution as one of the serious issue and promises to convert a recently announced NCAP into a National Mission. Crop residue burning will also be banned completely as per BJP’s manifesto. This manifesto also talks about attaining a target of 175 GW of solar energy by 2022. Namami Ganga and other river based projects would be strengthened and all cities on the bank of the river Ganga would get good sewerage system, the manifesto promises.

While commenting on it, Lead Campaigner of the 100% UP Campaign Ekta Shekhar said “It is really good to see that Indian politics has now started to talk about environment. 100% UP Campaign is delightfull to see several environmental concerns popping up in the political manifesto of both the national level parties. Though, it is just a start and still there is a long way to go. While it is motivating to see that some of the key demands are incorporated, there are issues like electric vehicles, strong public transport, distancing from coal and other fossil fuels etc did not find a mention in any manifesto. So, all we can understand now is the struggle of environmental activists, organizations and networks are still not over”
