According to RTI Documents :
1. Non-eligible candidate was shortlisted in top five finalists. As candidate had submitted four designs.
2. One finalist was in contact with PMO, Finance Ministry and RBI prior to competition.
3. Design concept or brief was not put in front of jury along with Indian Rupee symbol design.
4. No marks or grades were allotted to selected (2644) candidates design entries, in the process of shortlisting top five finalist design entries.
5. Jury had spends less than 20 seconds on each design entries to analyze it .
6. Three jury member (with Jury president Smt. Usha throat, Dy Governor RBI )were absent in two days long meeting dated 29th Sept. and 30th Sept. 2009.
7. One jury member from Ministry of Culture was absent all day. (with presentation day 15-12-10)
8. All seven jury member had never meet in this whole selection process in any given time.
9. No records are available with Finance Ministry which could indicated, how many total design entries Finance Ministry had received ?
10. Advertisement was only published in English language. It is violation of RAJBHASHA Act.
11. It is to mentioned that complaint Reg. Indian rupee symbol selection procedure received many citzen should be disposed before taking cabinet decision.

Union Finance Minister Pranab Mukherjee on Friday announced the proposal to formalize a symbol for the Indian Rupee in the ensuing years.

An RTI query has been filed over the selection process of the currency symbol for it not being a fair and transparent process. According to the RTI applicant, not everyone in the jury was present while selecting the symbol. Soni said the RTI query was not discussed in the cabinet meeting.

Ru pee symbol maker has DMK background Chennai, 16 July: The man who designed the award winning insignia for the rupees actually hails from a family attached to the DMK, a party actually known for its pro-Tamil tilt or anti-Hindi agitation in the 60s and 70s.
Mr D Udaya kumar, presently working as assistant professor in IIT-Guwahati, and who came up with the design is the son of Mr N Dharmalingam, a former DMK MLA, who is a native of Marur in Villupuram district in North Tamil Nadu.
The family presently stays in Thondiarpet in North Chennai where Udaya Kumar grew up. Kumar had earlier passed out of Chennai’s Anna University with a top rank in architecture and has always been known for his bent on art.
The insignia he designed is a combination of Devanagiri script and Roman letter “R” combining both Rupee and rupiya as pronounced in present Hindi.

Five designs that were short-listed by the jury and sent to the Cabinet for its approval
For all these reasons, the chosen mark is appropriate to represent the rupee. However the process by which it was chosen is mystifying. The final logo was not one of the five designs that were short-listed by the jury and sent to the Cabinet for its approval. So where did it come from, and how did it become a contender after the short list was published? As in most cases of selection initiated by the Government, the process is unclear.
However, in this instance, the final design is a great improvement on the designs in the short list; so perhaps, just this once, the end justifies the means.

Lucknow : RTI activist Mr. Rakesh Kumar Singh has submitted a public interest litigation (PIL ) writ petition in the High Court, the first of its kind last week in Allahabad High Court against cabinet based on the July 15th decision on Indian rupee new symbol design.
As his and nine other RTI activists` RTI's which were filed across India during the last one year, exposed the violation of guidelines and biased selection process in Rupee Symbol design competition.
On September 16th Hon'ble Allahabad High Court, Lucknow Bench will hear on his writ petition in court no 1.

Power filed by Sri Pratyush Tripathi, on behalf of respondents, is taken
on record.
A preliminary objection has been raised by Sri Pratyush Tripathi,
learned counsel for Union of India about the maintainability of the writ
petition, both in the form of Public Interest Litigation or in individual capacity.
Learned counsel for Union of India says that the issue is not justiciable
and the petitioner, himself being a participant, cannot file writ petition in the
form of Public Interest Litigation. He also can not claim any relief individually,
as no rights of his either fundamental or statutory can be said to have been
violated.
He further says that the cause of action or part thereof has not accrued
within the territorial jurisdiction of this Court sitting at Lucknow and merely
because the petitioner resides at Lucknow, the writ petition can not be filed atLucknow.
Sri R.S. Tripathi, learned counsel for the petitioner, however, disputes
the aforesaid position saying that the petitioner may be an applicant in the
matter but since the Jury has not followed the guidelines as prescribed therein
for choosing the symbol, therefore, the writ petition is maintainable.
Sri Tripathi, however, could not satisfy, as to how the writ petition is
maintainable at Lucknow.
In view of the aforesaid circumstances, we are of the view that this
Court sitting at Lucknow has no jurisdiction to entertain this petition in the
form of Public Interest Litigation merely because the petitioner resides at
Lucknow. We, therefore, refrain ourselves, from adverting on other issues.
Accordingly the writ petition is dismissed, for want of territorial
jurisdiction.
